Summary

Anyone who trains or exhibits a performing animal must register under the Performing Animals (Regulation) Act 1925 and obtain a Certificate of Registration. In Lancashire, the Trading Standards Service deals with this registration.

Please note that as from 1 October 2018 the 1925 Act will be revoked and replaced by The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 (the 2018 Regulations).

Under the 2018 Regulations anyone exhibiting an animal as a business will need a licence from their local authority. However, for the purposes of the 2018 Regulations the local authority will be at "district" level meaning as from 1 October responsibility for enforcing the 2018 Regulations in Lancashire will no longer be the responsibility of Lancashire County Council. Your district council can be found here and will be able to provide you with advice and information.

From 1 October 2018 no new applications will be accepted by Lancashire County Council Trading Standards Service.

Transitional arrangements

Any existing registrations made under the 1925 Act will continue in force for up to six months after the 2018 Regulations come into force (1 April 2019). As from 1 April 2019 anyone, who still has a 1925 Act registration and who wishes to continue to operate a business of exhibiting animals, must have a valid licence under the 2018 Regulations.
